There are a total of 10 garages located throughout the city of San Francisco. New ones typically become available in the first 5 chapters, by virtue of the expanding map. You can only enter garages once you purchase them for the appropriate amount of willpower. It pays to access the garages as soon as you can, since then you can attempt new Challenges and you can unlock better vehicles.
